This is what you have to do if with the badge reader plugged/unplugged it will not bring up the option for the keyboard: 

• Try to swap badge readers
• Swap the two place to confirm that's issue 
• Do not change with other to add variable

If the problem persists, even without the badge reader or with a badge reader that is known to work, then you should do a restart of the iPad with badge reader unplugged:

• Unplug badge reader
• Turn off tablet
• Turn on without badge reader plugged in 
• Once back on and back on the portal, plug in reader
• Confirm all works now
